GENERAL&lt;/span&gt;&lt;br /&gt;Border Motor Club will organise a 12 Car Rally Championship for 2009/10. Other Motor Clubs may be&lt;br /&gt;invited to take part in each round, but the Championship will only be for Border Motor Club Lincs members.&lt;br /&gt;&lt;br /&gt;&lt;span style="FONT-WEIGHT: bold"&gt;2. JURISDICTION&lt;/span&gt;&lt;br /&gt;Each rally will be organised within the general rules of the RAC MSA, as outlined in the Blue Book. Route&lt;br /&gt;Clearance must be obtained from the Rally Liaison Officer beforehand, and any instructions issued by him&lt;br /&gt;must be complied with. The Organiser will use the service provided by the Official RAC MSA Insurance&lt;br /&gt;Broker for the provision of competitors insurance. Each organiser MUST consult with the Competition&lt;br /&gt;Secretary prior to each event, to ensure that the correct timetable is followed, and that the RAC MSA&lt;br /&gt;Regulations have been complied with.&lt;br /&gt;&lt;br /&gt;&lt;span style="FONT-WEIGHT: bold"&gt;3. ROUTE&lt;/span&gt;&lt;br /&gt;Each event will be no more than 40 miles long, on all types of sealed surface road. White roads; are to be&lt;br /&gt;avoided. Private roads can be used provided a Consent Form is signed by the landowner and vetted by the&lt;br /&gt;Competition Secretary at least two weeks prior to the event. If the start is not to be at arties mill, then&lt;br /&gt;the start location MUST be given in the Newsletter prior. Start Time for Car 1 must not be later than 20.01.&lt;br /&gt;Cars will start at 1 minute intervals. Maps used will generally be 112; but 113, 120 and 121 can be used, if&lt;br /&gt;prior&lt;br /&gt;notice is given. On club nights the finish venue will always be the Arties Mill,unless otherwise stated.&lt;br /&gt;&lt;br /&gt;&lt;span style="FONT-WEIGHT: bold"&gt;4. NAVIGATION AND TIMING&lt;/span&gt;&lt;br /&gt;Navigation can be varied, but pre-plot will not be allowed. Suggested types of navigation include: Numbered&lt;br /&gt;Tulips, Spot Heights, Grid Lines, Six and Eight Figure References, Herringbones; with the start and finish&lt;br /&gt;point shown, and any white roads indicated by dashed lines. If unusual types of navigation are to be used,&lt;br /&gt;e.g. Lenoir, then a brief explanation should be provided. Novice crews should be catered for, either by the&lt;br /&gt;provision of Panic Envelopes, or rejoin points; or both. It should be clearly stated what the penalties are for&lt;br /&gt;missing Controls, Route Checks, opening Panic Envelopes, etc. A method for resolving ties should be&lt;br /&gt;included.&lt;br /&gt;Any timing to be used should be simple Scheduled Timing; using the clubs digital stop watches if possible.&lt;br /&gt;Marshals wrist watches would also be acceptable if checked prior for accuracy.&lt;br /&gt;&lt;br /&gt;&lt;span style="FONT-WEIGHT: bold"&gt;5. MARSHALLING&lt;/span&gt;&lt;br /&gt;It is the Organisers responsibility to arrange marshals; if possible BEFORE the start of the event. The&lt;br /&gt;Organisers must also confer with the Equipment Officer, in sufficient time, to ensure that enough Control&lt;br /&gt;Boards/P.C. Boards are available; and must also ensure that ALL BOARDS ARE BROUGHT BACK.&lt;br /&gt;&lt;br /&gt;&lt;span style="FONT-WEIGHT: bold"&gt;6.
